Percipio was engaged to lead all business, technology, and organizational change efforts required for the client to successfully certify and operate as a Balancing Authority (BA) in compliance with NERC Reliability Standards. We provided end-to-end project leadership, beginning with the establishment of program governance and a formal BA charter and continuing through a successful go-live and transition to business operations.

Working closely with the client, Percipio built and enabled a high-performing, cross-functional team with the diverse skills, roles, and perspectives needed to achieve the program’s objectives. The BA solution spanned critical capabilities including trading, energy accounting, and EMS and SCADA systems. Percipio drove progress across all workstreams, identified and addressed gaps, and served as the connective tissue across the organization to guide the client through significant change.

Through this effort, Percipio helped the clean energy company establish the systems, processes, and resources required to operate as an independent BAA—delivering approximately $4M in annual cost savings while further strengthening its market reputation. The engagement represented a complex enterprise transformation across people, process, and technology, resulting in a fundamental shift in mindset aligned to core business drivers.

A clean energy company initiated the formation of an independent Balancing Authority Area (BAA) encompassing its Pacific Northwest assets, transitioning them out of the Bonneville Power Administration’s (BPA) BAA. Establishing itself as an independent BAA would deliver significant cost savings while enhancing operational flexibility and enabling access to a broader range of market structures available only to balancing authorities.
